You did this already Scott, e.g. :

 /opt/shibboleth-idp/bin/sealer.sh sealer.xml enc foo

We moved sealer.xml into a JAR, but source is :

idp-conf-impl/src/main/resources/net/shibboleth/idp/conf/sealer.xml
