Issue with upgrade from 4.0.1.1 to 4.2.1

Recently I ran through the upgrade from 4.0.1.1 to 4.2.1 on my Windows server and looking at the logs it looks like everything is running properly, however we have a default site that I have placed in {IdP.home}\jetty-base\webapps\root, but when I try to access the site I keep getting a "HTTP ERROR 403 Forbidden".  Any help would be appreciated.
