Somebody else already reported this supposedly happening on Tomcat, but it doesn't happen on Jetty, so Tomcat is being its usual self.

We don't know what changed, but I would suspect some kind of additional logging bridge got into the picture and it just logs what it always should have given the configuration. Nothing we ship defaults to DEBUG unless there's a file in there I can't locate.
