At minimum back when 3.3 was released and the old build process was abandoned, but originally many years ago when the mirrors were added and the list of locations indirected through a mirror file.

That still isn't reliable because the PGP keys can't be indirected in the same way and have to be enumerated, so any time they change it will just break again, but it's at least noticeable when it does.
