Ah, thanks. Seems I misread "make use of this management API" to be
about using the API from custom code or something.

Would it make sense to ship this bean (only) in conf/global.xml then
for future releases, instead of conf/authn/password-authn-config.xml
(in both cases commented out, I guess)? I haven't checked git yet...
