caseSensitive and Scopes

The decoder flag in the SP just attaches a setting to the attribute's value (not the scope) that informs the system whether other comparisons in the code should be made case sensitively or not (e.g. Apache htaccess rules). It has nothing to do with the scope filtering process (or indeed Scope at all because that's case sensitive due to the way it was originally defined).
