show terms of use

Dear Silke,

thanks for the hint. I was aware of it, but i am not familar with JSP and do not know, how to include Velocity-Templates
like footer.vm and such or whether it is even possible. 

Also this solution does not support the possibility of different terms-of-use for different services.
