Also, since somebody mentioned to me recently that this is apparently unclear to people (but is documented), those beans are in an ordered list. Which means, if you really, really insist on doing that sort of thing, you want anything for a given Format that has a "positively" oriented activationCondition (e.g. if X is true) to be ahead of any "generic/non-conditioned" bean with that Format or you're not giving the conditional one a chance to run.
