I don't know what you mean by "generic SAML 2 URL", but more to the point since I have no idea what they are doing (and it's a fair bet neither do they), there's no way I can answer a question about what a given URL you give them will cause their application to do.

That is the endpoint for the SAML logout endpoint using the Redirect binding, obviously. If you give it to them and they send something else to it, then it will raise an error at that point, which may be fine or may become annoying I guess. If they do nothing with it (which is likely), then it's probably moot.

The main point here is that something that broken is pretty unlikely to be relying on InCommon's metadata feed, so it's a safe bet whatever you give them will have no impact on anything else you care about, whether it "works" or not.
