OIDC plugin issues associated modules not showing.

I think this may be an issue with us trying to use Ansible for our jetty and shibboleth upgrades.  I think we overwrote the runclass.sh file modifying the IDP_BASE_URL variable.  We'll move setting that variable outside of the runclass.sh.  Then when we upgrade to 4.1.5 for our IDP later this week we will verify runclass.sh gets replaced and if it contains the correct classpaths for all of the jars.
