ACS URL restriction?

A new service integration (Foxit) provides the following for SAML SSO
integration:

SP Assertion Consumer Service URL:
https://account.foxit.com/cas/login?client_name=FoxitSAMLClient&rememberMe=true&enterpriseId=6168ac3c590d610001a4740a


The IdP (as well as generic SAML editor I use) apparently reject the “?…”
portion.

Is this just straight up not allowed, or is there some escape sequence or
encoding that will permit this?


The vendor provides explicit stop-by-steps for Okta, Ping, and others SAML
Identity Providers, so hoping there’s some way to allow in Shibb IdP.
