ComputedID attribute resolver setup (IdP v4)

It's meant to be a stopgap. People who really know what they're doing (Overt) have successfully taken our v3 config and made a v4 IdP out of it - but due to budget planning windows, the money isn't there for them til later this year. And with cyber essentials looming, they would rather not run our v3 IdP on old jetty (upgrading to 9.4 didn't work), old Suse (upgrading that broke working jetty 9.3), I'm in a bit of a tricky situation.

The brick walls will become steel, so don't do that.

It's always been SHA, but the encoding used to be BASE64 before it was configurable. Without the ability to compare, you will very likely end up changing all your IDs unless you stop and upgrade the proper way.
