The filter policy applies to the mapped attribute IDs. The rule for primary-affiliation is defined based on the default mapping the software provides from eduPersonPrimaryAffilliation to that ID. It isn't meant to be applied to something that isn't in fact eduPersonPrimaryAffiliation.
