To fully disable it you have to define an empty list bean named shibboleth.ClientStorageServices somewhere to override the internally defined list. That used to be in a file named session-manager.xml that isn't created any more by default.

That doesn't turn off the feature, it tells the IdP not to use it for a particular purpose, not exactly the same thing.
