Changing IDP Metadata Cert

I think I talk for everyone:

Thank you Scott! This will be very helpful next time we need to rotate
the IDP cert.

Truly awesome to be able to avoid the big bang flag day when the cert is
changed. We had this last year and it was very stressful but went fairly
well tbh.
