If you want that to happen, you are also disabling SLO propagation by definition, so the proper way is to simply do that, adjust properties and the views to bypass the propagation option.

The flowExecutionUrl varable is used when returning into the IdP to advance the flow state, it has nothing to do with external redirects.

I think putting the final redirect out in the logout-complete view is probably where it would be done.
