custom nameid formats and metadata-driven config

I guess it also depends to some degree on what determines whether a persistent NameID is possible to generate. If you rely on maybe attribute filter rules for that and can actually know which systems those are, then you would want to immediately get the metadata for them updated with the NameIDFormat, then get rid of the nameIDFormatPrecedence in the default profile bean, and then you can just use the metadata going forward.
