Ignoring a requesters name-id format

Is it possible for me to ignore a requester's name-id format and assert a name-id format of my choosing.
I am getting the error

Profile Action AddNameIDToSubjects: Request specified use of an unsupportable identifier format: urn:oasis:names:tc:SAML:2.0:nameid-format:persistent

However I want to return the format nameid-format:unspecified or nameid-format:emailAddress
