Error when install OIDC plugins

Hello,

I'm trying to install both the Common and OP OIDC plugins, but am getting the following error:

at net.shibboleth.idp.installer.plugin.impl.PluginState.doInitialize(PluginState.java:317)
Attempting to directly access https://shibboleth.net/downloads/identity-provider/plugins/plugins.properties returns an HTTP 403.  Perhaps this is related to the recent Shibboleth server infrastructure migration?
