You don't add files in services.xml. The core file loaded is messages/messages.properties. By doing that, you just add files to messages/ with the lang suffix and it knows how to find them. What you did was make the default file named a certain thing so that you'd have to add suffixes to that to make it work.

You'd only edit services.xml  if you were adding a differently named base filename or adding a second one.
