FWIW (and I'm sure you're not reponsible for that decision yourself)
that sounds like a very silly requirement.

(I also wouldn't recommend basing attribute release on the registrar
of the entity but then I've been guilty of documenting such rules
myself for cases where nothing else exists that scales sufficiently.)
