IIS default document causing duplicate attributes

Hello,
We've been seeing some odd behavior on our two Windows Server 2019 web servers the past few revisions of the Service Provider.
If the full URL is specified (e.g. https://example.com/mypage/index.php) everything works as expected.
However, if IIS is set to check for a default document (in this case index.php) and that part is left off of the URL (e.g. https://example.com/mypage/) then the Shibboleth attributes that are passed to the php script are duplicated with a semicolon separating them. (e.g. [firstname] => Justin;Justin)
