That can't be your actual configuration; if it were, it would "work", albeit it's a terrible idea to mislabel something that isn't a persistent NameID as one.

So the only pointer I have is that your configuration isn't what you posted, and something else is going on.

The more important point: do not use NameIDs for anything, ever. Their sole purpose now is logout, and transient suffices for that.
