If that was the case then that would be a bug. As far as I am concerned if an upgrade(*) from 4.0 to 4.1 does not work(**) then that would be a showstopping bug and we would expect to see a 4.1.1 come out quite remarkably rapidly.
Remember that for the duration of V3 we supported a huge bunch of stuff purely to provide legacy support for V2.
The 3.4 -> 4.0 upgrade was big because at that stage the V2 support was withdrawn. Similarly, there is a lot of work you can chose to do post 4.1, but it will not be forced on you before V5.

(*) If you insist on doing an new install and trying to add your local modifications then you will be short of luck, equally if you made changes where you should not then you have problem. But that is always true
(**) With the one exception called out in the release note and the OIDC changes which we have always stated would require work.
