Reloadable service AttributeResolverService not reloading encoders

Hi all,

basically what the subject says: I noticed that when reloading the 
service shibboleth.AttributeResolverService, changes I made to 
AttributeEncoders are not applied. This is IdP 4.0.1.

Is this intended behaviour or should I file a bug report?
