attribute id naming

The documentation should make it clear that any 'id' XML attributes in
XML elements in the configuration are purely internal to the IDP.
E.g. they are used for referencing attributes defined in the resolver
within the attribute filter.
They have nothing to do with what's inside any protocol messages,
that's what encoders are for.
