Shibboleth SP | Relay State (cookie) is missing after authentication

Hello All,
Has anybody faced the same issue? Can anyone please guide me to modify configuration changes on my end to fix the issue

Issue: For a SP initiated request, wait for > 4 mins on the IDP's login screen and after the authentication the relay state(cookie) is lost during POST at ACS URL. This issue is seen in all browsers.

In the developers tools, I noticed that the shib_state cookie is not set during the POST at ACS URL after the authentication.

Configuration in shibboleth.xml:
<Sessions lifetime="900" timeout="900" relaystate="cookie" checkaddress="false" handlerSSL="true" cookieprops="https">
