Pragmatically, I would say that filing a bug for it is certainly fine, though it again mainly highlights a serious bug in that default document module as well that we can't address.
We would probably address it in 3.3 this winter unless it starts biting lots of people, simply because a) it requires a new feature/setting and b) it's technically not a bug given that multiple values are always a thing and applications have always been expected to be able to deal with them.
That's my general sense.
If it does turn out to be a big hassle, and in particular for paying members, then I'd potentially reconsider. We have done new settings in a patch when we have to.
