Shibboleth Identity Provider V4.1.3 now available

We are using Non-Windows and we are currently on V4.1.2.  Do we still need to go for the upgrade?

A patch release of the IdP software is now available [1], primarily to address an issue preventing the new Duo plugin from working properly on Windows. The list of issues addressed is otherwise quite short [2].
