SP Error: Unable to decode base64 in POST binding message.

Hello group,
I see the following message when a user is trying to SSO to our portal.
This is a new integration so I dont have any working scenario to compare
with.

Shibboleth.SSO.SAML2 [1] [default]: error processing incoming assertion:
Unable to decode base64 in POST binding message.

I have increased the logging level but still dont see any specific error
messages.

Any suggestions?
