unable to locate metadata for provider error

Hello group,
I am trying to integrate a new IdP with Shibboleth SP 3.1 and I see the
below warning in the shibd.log file as well on the browser when I trigger a
SP initiated assertion request.

WARN Shibboleth.SessionInitiator.SAML2 [3] [default]: unable to locate
metadata for provider

The metadata file for the IdP is locally placed in the server and I see the
file there with proper privileges.

One thing that I noticed is that the SingleSingOnService (HTTP-POST and
HTTP-REDIRECT )urls mentioned in the metadata file are not reachable over
the internet(this is the test environment). The IdP is at the customer's
end and managed by the customer.

Could this be the cause of the above error showing up?
