(Alternatively you structure the source of entitlements to inherently filter them based on a query condition that may include the SP identity, which just implicitly applies the filtering/release rule ahead of time.)

    Yes. You assign values based on the subject (the user), not the SP. You *release* values based on the SP.

    You may also, if a specific AttributeDefinition or DataConnector is involved, attach an activationCondition based on the SP, or in modern versions, use relyingParties="..." to shorthand such a condition.
