I would also imagine it's a caching bug. CDNs have a tendency to keep serving up content in violation of the cache control headers so that clients don't actually interact with the systems in real time, they just get redirects issued to other clients replayed back to them. The concept of a CDN is anathema to any non-static web site without segregating what it's handling.
