Only indirectly, and with much more experience than this. There's no reason to bother, you access the status page with idp/bin/status.sh but if you really want to change the ACL for the admin pages you edit access-control.xml

The property file just allows admin features to be associated with named policies. The policies are still Spring beans in an XML file.
