If you're asking this on behalf of GARR, please get access to (if need be) and use the member support project in Jira, not the list. You're going to need to handle this through attaching much more complete logs, and in the end the problem is environmental since obviously it generally works for people.

To be clear, there's no point in using client storage for consent, that's not really a thing people do. It's just there for testing and because it technically works. You'd have to have a database to use it for real without annoying users, which would change the sort of debugging and tracing needed.
