Shibboleth SP 3.2.3.1 fails to run in Windows 2016 server + IIS 10

Dear all,

We've encounter a case that after install Shibboleth SP 3.2.3.1 (64-bit) to Windows 2016 server with IIS 10.0, the application pool for website down quickly after access to webpage. Windows event log has  following message :

The Module name ShibNative path C:\opt\shibboleth-sp\lib64\shibboleth\iis7_shib.dll returned an error from registration.  The data is the error.

Had tried to manual grant OS user IIS_IUSRS and  IUSR  read & execute permission to c:\opt,  re-install Shibboleth SP and VC++ etc but problem still exist. What should we do to fix this case ?
