Default pages bug in 3.2.3?

I installed SP 3.2.3 on Windows Server 2019 running IIS 10.

After authenticating with an IdP my Shibboleth server variables have double
values *ONLY* on default pages returned by the server.
For example:

/protected/resource/
Request.ServerVariables["Shib-Identity-Provider"] returns "
https://example.com/idp;https://example.com/idp"

However

/protected/resource/default.aspx
Request.ServerVariables["Shib-Identity-Provider"] returns "
https://example.com/idp"

I reverted back to 3.2.1 and everything works as expected.
