Messages configuration in IdPv4.1

Thank you Scott.  I found the jar file and extracted the properties file.  I'll keep referencing that jar file on each upgrade to check for changes we should be aware of.

It's sitting in a jar (idp-conf-impl) and in the project source code.

Virtually all the "actual" English text is already in the macros as a default as well.
