Error installing OIDC Plugin v3.0.0

Hi Scott,

Is this the resource?
"plugins.properties"

I can download to the IdP's VM normally with:

curl
https://shibboleth.net/downloads/identity-provider/plugins/plugins.properties

I have already checked the VM's network settings and found no restrictions.
And I don't need any special access, like a password or proxy.

Anyway, I will investigate further.
