java.lang.IllegalArgumentException: weight="0.9;q=0.9" for language range "en-gb"

Environment
RHEL 8
IdP v4.0.1
Tomcat 9
OpenJDK 11

We are getting the following error for one user so far

2021-04-12 05:44:53,928 - 166.64.1.2 - ERROR [net.shibboleth.idp.authn:-1] - Uncaught runtime exception
java.lang.IllegalArgumentException: weight="0.9;q=0.9" for language range "en-gb"
        at java.base/sun.util.locale.LocaleMatcher.parse(LocaleMatcher.java:513)

User is using Google Chrome from PC as well as Samsung phone.

Checking the logs further I’m also seeing

java.lang.IllegalArgumentException: weight="0.5;q=0.4" for language range "en"

Is this an issue with the browser language settings or a misconfiguration in the IdP?
