I should say that I don't consider "404" a great experience, but this is the first iteration of this approach and there are some rough edges, it's only the documentation right now that notes the module step, it's not in the logs. The assumption is that upgraders should never run into it and anybody else would be following the documentation to enable it (which explicitly says you have to enable the module first).

Also, for the archive, the exact 404 message is just a fallthrough; it can't find a Velocity view template so it tries to find a JSP view template, that's why it's referring to a file that wouldn't ever exist.
