remotely loading attribute filters?

In the CSU we have 23 loosely coupled campuses, most of them running
their own idp. We also have a large set of centrally defined services
all the campuses need to integrate with. Currently, announcements about
these services are made, and each campus needs to update their
configuration by either adding/removing things from their local files,
or downloading and updating centrally provided templates.

Is there any way to configure a remote attibute filter configuration
using something analogous to the FileBackedHTTPMetadataProvider? So
basically you point to a remote authorative configuration file that gets
downloaded and used and automatically refreshed as it changes? Then each
campus, should it so choose, could just configure that and not need to
manually track and update changes for central services as they come and
go.
