I looked at the .htaccess file in the Shibboleth protected directory, and it has the necessary. I've also checked Shibboleth.sso\Session and I can see the value of the attribute being passed from the idP.

I just can't figure out why $_Server has no Shibboleth values of the session is established.

Did you try the documentation?

If your "Shibboleth protected directory in Apache [...]is not working
properly" then it's probably no wonder there are no attributes shown?
