Usually this indicates you have some configuration error in your 
metadata-providers.xml file.  There may be an earlier error message in 
the localhost log file with more specifics.  But if it got this far, I 
would have expected to see output in idp-process.log, so you might also 
want to double-check your logging configuration and filesystem permissions.
