Trouble Getting Apache/mod_shib to Apply Headers

My guess is there are patches needed to adjust how the hooks are registered, and there are (bad/unsustainable) ways to force modules to run relative to each other. If you want to test things, doing a source build and then making some adjustments to the shib_register_hooks function for possible inclusion upstream is about the only suggestion.

Specifically there are ways to reference mod_headers and get it it to run earlier if that's what has to happen.
