Attribute Transcoding errors following IdP upgrade

I was incorrect, anyway - while attributes were released, I was receiving
some of them doubled (in the form "value; value") and others not at all or
as values for the wrong attribute. I have created a bug report for the
original problem, https://issues.shibboleth.net/jira/browse/IDP-1693
