Agreed. I originally cut everything down to a link on the login page that just said, "hey you agree to this by logging in". But Yea, I'll put some light work into this and also have a side bet with my team on how long this will last.

Umm...every time? Wow. That won't last, so I wouldn't suggest you spend a ton of time.
Well...in that case, I would say probably just using the expiring password flow for now is the closest fit, you could game it into doing this kind of thing by just ensuring it always runs.
4.1 will have a generalized variant of that flow that's a more direct fit but all I really did was copy that flow to make it.
