It's one of those "every time they log in thing". However much I disagree.
And thank you for pointing me in the right direction. That is exactly what I was looking for but hadn't used the right nomenclature.

The terms of use feature already built in, I would imagine, but it does require a database unless you can live with per-browser and device.
