IdP and SP clock tolerance

Hi Paul,

You're not the first to have run into that issue and your ultimate
resolution(getting the vendor to check their clocks) is the typical
resolution I've found.

As Scott mentioned, there's a default tolerance which I've found to be
sufficient for almost all scenarios.
