Shibboleth cannot create cache folder

I am running it in aws (Amazon Linux 2/3.1.1)

these are the commands I run to install

 curl --output /etc/yum.repos.d/security:shibboleth.repo 
https://download.opensuse.org/repositories/security:/shibboleth/CentOS_7/security:shibboleth.repo

 yum -y install shibboleth.x86_64

 yum -y install shibboleth-embedded-ds

user runs as shibd

permissions on the folder  /var/cache/shibboleth is 755

SELinux is disabled.
